The Foreign Service Directives Committee reviews and recommends changes to the Foreign Service Directives and hears final level grievances on these authorities, when required by the Executive Committee. The Committee also recommends changes to various rates and premiums on a periodic basis.

Quarterly Report to the National Joint Council (March 2024)
Regular activities:
- The Committee has met once (1) since the last Council meeting.
- In response to the Canada-wide Early Learning and Child Care (CWELCC) Agreement, the Committee developed a revised methodology and accompanying Communiqué to explain the changes and updates to the Guide to NJC Rates and Allowances. The revised methodology, Communiqué and updates to the Guide to NJC Rates and Allowances were posted to the NJC website.
Cyclical review activities:
- The General Secretary has reviewed the input received for the cyclical review and identified new items from both Sides. Responses from the Sides regarding the items identified have been received, and a report on the results of the opting call was presented to the Executive Committee at its January meetings.
- The Committee received cyclical review training in preparation for the review process and has also initiated discussions on how to manage the workload for when co-development activities begin.

- Three (3) grievances:
- One (1) relating to FSD 56 – Foreign Service Incentive Allowances is scheduled to be heard in March.
- One (1) relating to FSD 51 – Family Reunion is in analysis.
- One (1) relating to FSD 3 – Application is in analysis.
