Temporary Observers

New – Assist recruitment of new members, the proposal allows the Executive Committee to grant temporary observer status to a bargaining agent or separate agency (identified as prospective members) to participate in discussions but not in decisions.

Reflects existing practice which differs from the monthly frequency for meetings now provided in the By-laws.

Clarification - Recognizes that individuals who have been appointed as observers are technical advisors whose role is to assist the work of a committee but not represent the interests of a party.

Clarification - Further clarifies the definition of "subjects", "new subjects", "items" and "new items". In particular, "new items" are defined as new provisions that do not amend or amplify as an existing item.
