Annual Update to the Isolated Posts and Government Housing Directive - Appendices K-1 and K-2

Please distribute this notice and the amended appendices of the National Joint Council (NJC) Isolated Posts and Government Housing Directive (IPGHD) as quickly as possible to persons at your headquarters and regional offices who are involved in the administration of the allowances.

A decision was taken by the IPGH committee to maintain the 2014 Shelter Cost Differential (SCD) amounts unchanged from 2013 as an interim measure because there was no service provider contracted to provide the annual update. A further decision was taken in 2015 to use the rental Consumer Price Index (CPI) to adjust the 2015 amounts.

The IPGHC has decided that as a service provider has yet to be confirmed, the CPI shelter value should be used to retroactively adjust the 2014 amounts. This in turn will result in a change to the 2015 amounts and the correct adjustment to the 2016 amounts.

The 2016 amounts which are effective August 1, 2016 incorporates all the adjusted 2014 and 2015 values which include the CPI rental adjustments.

The Shelter Cost Differential rates, Appendix K-1 and Appendix K-2 are effective August 1, 2016.

The amounts posted on line are an accurate reflection of the 2016 values. Employees are to be paid the following amounts that include the retroactive adjustments that were due in 2014 and the corrected amounts of 2015.

In addition to the amounts posted, employees are to be paid the following one time lump sum amount to adjust for 2014 and 2015.
