The Administrative Committee considered and agreed with the report of the Foreign Service Directives Committee that although the description of the application of the deficiency adjustment mechanism was ambiguous the reasonable interpretation based on experience in applying it globally was that the minimum extent of deficiency to be recognized as warranting an adjustment is a 10% reduction in livability. It was also agreed that, in this case, the on-street parking constituted a deficiency well below the 10% level, the denials of an adjustment to the grievor's shelter care was within the intent of the directives.

The grievance was denied.
