Staff Quarter Space Targets/Guidelines

The following changes to Foreign Service Directive 25 Appendix C (FSD 25), as indicated below, are effective July 9, 2008.

As per the Instruction to FSD 25.07 (c), the Staff Quarter Space Targets/Guidelines are used for the determination of accommodation deficiency adjustments, as specified in Appendix C.

The Staff Quarter Space Targets/Guidelines had not been revised to reflect the new methodology for the acquisition of Staff Quarters for Canada Based Staff at missions abroad, approved by Treasury Board in 2002, and subsequently updated in 2008.

The new 2008 housing guidelines for Crown-held Staff Quarters are based on Statistics Canada 2006 census data on housing, adjusted for similar family size and income level for the Ottawa-Gatineau region.

The new Guidelines count the total number of rooms and bedrooms in the "net living area".  The allocation of staff accommodations is based on the number of persons in household and the employee's salary.  Total room count includes kitchen, living and dining rooms (3) and 3, 4, or 5 rooms to serve as bedrooms or other living areas such as den, study or family room.

The new Guidelines no longer make reference to square meter targets. Salary levels are in Canadian dollars and will be amended every five years as new census results are received.
