POLICY NOTICE

SUBJECT: Foreign Service Directives – Allowances and Dollar Amounts

1. Provision is made under the Foreign Service Directives (FSD) to revise certain allowance and dollar amounts on the first of April each year in accordance with the methodologies agreed to in the National Joint Council Committee (NJC) on Foreign Service Directives.

2. Effective April 1, 2012, these allowances and dollar amounts are increased by 1.83 %.

FSD 10 – Posting Loan

Increase the maximum amount of the loan in Appendix A from $39,028 to $39,742 or up to 50 per cent of gross annual salary in effect at the time the loan is approved, whichever is the lesser.

FSD 15 – Relocation

Incidental Relocation Expense Allowance – Section 15.29

Increase the incidental relocation expense allowance in Appendix G from $2,943 to $2,997 per relocation.

Car Rental Expenses – Section 15.30

Increase the maximum amount, which may be claimed for car rental expenses in Appendix H as follows:

(a) and (c) from $947 to $964 per relocation, and

(b) from $1,419 to $1,445 per relocation.

FSD 32 – Day Care Assistance

The Deputy Minister of Foreign Affairs, on the recommendation of the appropriate Foreign Service Interdepartmental Co-ordinating Committee, has been authorized to adjust the deductible and maximum amounts payable under Appendix A of this Directive on April 1st of each year, to reflect the rates/costs in effect for that calendar year.

The table below reflects Appendix A – Monthly Daycare Deductibles and Ceilings rates effective April 1, 2012 in Canadian dollars.

FSD 56 – Foreign Service Premium

The table below reflects Appendix A – Foreign Service Premium rates effective April 1, 2012 in Canadian dollars per annum.

An employee who arrives at post on or after April 1, 2009, unless subject to transitional provisions of section 56.2, shall receive a Foreign Service Premium based on Appendix A to FSD 56.

The table below reflects Appendix C – Transitional Foreign Service Premium rates effective April 1, 2012 in Canadian dollars per annum.

An employee at post prior to April 1, 2009, shall receive Foreign Service Premium based on Appendix C to FSD 56 until the rate under Appendix A is equal to or greater than the rate under Appendix C, or the completion of posting, excluding any extension, whichever comes earlier.
