The Executive Committee of the National Joint Council (NJC) is pleased to announce that it recently accepted the report of the Foreign Service Directives Committee in regard to the second phase of the Cyclical Review of the Foreign Service Directives (FSD).
The first phase of the review was completed last year and involved a number of major changes to the Foreign Service Directives, which came into effect June 1, 2001.
This second phase of the review involved a number of further amendments to and modernizations of the Directives.
The key thrust of both phases of the review was to update the Directives to better reflect the needs of a modern Foreign Service, balance the benefits to ensure fairness, and make necessary administrative changes.
A number of proposals which were scheduled for this second phase remain open, as it was not always possible to reach consensus, due to the complexity of the issues and the need to ensure that the concerns of all interested parties were fully addressed.
The Committee will continue discussions this summer with the hope of achieving agreement.
As a result of the parties' deliberations, the following revised Directives will come into effect June 1, 2002: FSD 1, 2, 15, 25, 32, 64 and 70.
