The grievor sought reimbursement of the cost of one night of hotel accommodation plus living expenses for three days for a period when his accommodation was unheated due to the fuel tank being empty.

The grievor returned from an assignment at another post to find that his quarters were unheated and his fuel tank was empty. The post management offered to provide space heaters and arrangements were made to have the fuel delivered the following day but this could not occur during agreed upon hours. The grievor stayed with a friend for two nights and moved into a hotel for another night.

The Administrative Committee considered and agreed with those members of the Foreign Service Directives Committee who were of the opinion that the employer had more that fulfilled its obligation by making arrangements for delivery of fuel the next morning and by offering to provide space heaters. The Administrative Committee agreed that the grievor had been treated within the intent of the policy.

The grievance was denied.
