The grievor sought an additional unaccountable advance as a result of a delay in his posting assignment.
On August 18, 1993, the grievor received confirmation of posting and commenced preparation for that posting. On October 14, 1993, the grievor received a change in his November posting to a date in December. This change caused him to incur expenses he had not contemplated.
The Executive Committee considered and agreed with the report of the Foreign Service Directives Committee in that the grievor had not been treated within the intent of FSD 3, section 3.07, and further agreed with the recommendation that an additional $600 over and above the original advance be authorized to cover expenses incurred as a result of the delay in posting.
To the extent that the above meets the corrective action sought the grievance was upheld.
