The grievor sought waiver of shelter share for the period November 1, 1990 to May 31, 1991, during which time he shared accommodation with another employee at the post.

The Administrative Committee considered the report of the Foreign Service Directives

Committee and noted that in accordance with FSD 25.11 (a), where employees choose to share accommodation, the employee with the higher salary is assessed the cost in total. In such cases the employee makes appropriate financial arrangements with the other employee. Because, in this case, the other employee had been granted a waiver of shelter cost, the grievor was assessed the shelter cost in full.

The Administrative Committee agreed with the report of the Foreign Service Directives Committee in that the employee had been treated within the intent of the directive in being required to pay shelter cost. However, given the circumstances of the case the provisions of FSD 25.11 (b) apply as it appeared that the grievor had been requested to share accommodation. The grievor's shelter cost should be divided by the number of employees sharing the accommodation and he should pay one-half the applicable shelter cost.

To the extent that the above meets the corrective action sought the grievance was upheld.
