The grievor sought reimbursement for travel costs and reinstatement of tens days of foreign service leave.

The employee, while assigned abroad, requested approval for health care travel to Canada. The department considered the quality of health care available at the post to be comparable to Canada and that approval also was not cost effective.

The Administrative Committee considered and agreed with the report of the Foreign Service Directives Committee in that there was no evidence that the health care services available in at the post were inferior or that the cost of health care at the post would have exceeded the cost of travel, treatment and living expenses in Canada. The Administrative Committee further agreed with the report of the Foreign Service Directives Committee in that the grievor had been treated within the intent of the directives.

The grievance was denied.
