The grievor sought the waiver of shelter share cost and 65% of the meal allowance.

The grievor and his family were assigned to the Canadian Embassy in Tokyo, and arrived at the post on July 22, 1987. After arrival, it was discovered that contrary to what had been believed, the schools in Tokyo did not have suitable facilities for one of the children who required assistance to overcome an education disability. It was decided that the posting would have to be cancelled, and the employee returned to Canada as soon as a replacement could be found.

The employee's spouse and three children departed the post on September 12, 1987, and remained in temporary accommodation until October 1, 1987. The employee went on relocation status on November 9, 1987 and departed the post on November 11, 1987.

The Administrative Committee considered and agreed with the report of the Foreign Service Directives Committee in that the grievor had been treated within the intent of the directives.

The grievance was denied.

The Administrative Committee further agreed with the report of the Foreign Service Directives Committee in that the deputy head be asked to review the financial circumstances in light of FSD 15.34(c) and to reimburse the grievor for any admissible expenses which remain outstanding.
