The grievor sought reimbursement for the cost of a trip by relatives to a location other than the location of the grievor's post.

The grievor, while on posting in Hong Kong in 1985 exchanged 10 days of Foreign Service leave for a transportation entitlement and used that entitlement to bring two relatives to post. After 15 days in Hong Kong, the relatives travelled to Bangkok, and stayed for five days and returned to Hong Kong. They remained in Hong Kong for a further five days, then returned to Canada. The total cost of the travel taken was within the FSD 45 entitlement.

The employee filed a claim for all the travel taken, and the department deleted the Hong Kong - Bangkok - Hong Kong portion, indicating that those travel expenses were not claimable under FSD 45. The employee grieved the deletion.

The Administrative Committee considered and agreed with the report of the Foreign Service Directives Committee in that the grievor had been treated within the intent of the Directive.

The grievance was denied.
