The grievor sought that recovery of monies paid in regard to foreign service leave be stopped.

The grievor was authorized to be reimbursed the cost of one full adult return air economy air fare between the post and headquarters city. The grievor did not exercise the option for himself but instead used the funds to bring his parents to the post.

The grievor was then reimbursed based on the cost of economy travel Ottawa ­Post - Ottawa instead of Post - Ottawa - Post and the department sought recovery of the overpayment.

The Administrative Committee considered and agreed with the report of the Foreign Service Directives Committee in that the grievor had been treated within the intent of the Directives as effective the date of the telex, April 1,1987, the grievor could only be reimbursed based on the cost of economy air fare Ottawa - Post - Ottawa.

The grievance was denied.
