The grievor sought payment of an allowance under FSD 34. The employee's family relocated to the USA because of an illness while the employee was posted abroad. The employee's four year old son was enrolled in a pre-kindergarden facility.
The Administrative Committee agreed with the report of those members of the Foreign Service Directives Committee in that there was no obligation to cover private costs incurred because the child was not eligible for enrollment in a public school.
The Administrative Committee further agreed with those members in that the grievor had been treated within the intent of the Directive.
The grievance was denied.
