The employee grieved the Department's decision to deny financial compensation for losses incurred as a result of his home not being rented or sold for more than 2 1/2 years following his transfer from "X" City to "Y" location. The grievor requested that the Department determine a reasonable amount of compensation to cover losses.

The Executive Committee considered and agreed with the report of the Foreign Service Directives Committee which concluded that no extension beyond six months was justified, as the circumstances were not truly exceptional within the intent of FSD 25.09. Therefore, it was agreed that the grievance be upheld in part, to the extent of granting a waiver of shelter cost for one additional month to complete the normal six-month entitlement period.
