The Executive Committee considered grievances with respect to a suitable rest period during an interregional transfer pursuant to section 4.1 of the Travel Directive.
It was determined that the employees are governed by Appendix D of the Correctional Officers collective agreement which contains a provision concerning travel conditions for correctional officers when they are required to escort an inmate outside of their Headquarters area. The Travel Directive provides that it does not apply to those persons whose travel is governed by other authorities. Since the employees are governed by their collective agreement in escort situations, the Executive Committee agreed that the NJC has no jurisdiction to review the grievances.
