The grievor's posting to Bangkok was terminated before the 24 month period originally stipulated was completed. The grievor sought that the posting be completed or compensation for direct financial cost as well as compensation for non-financial hardship to family and career.

The Administrative Committee considered and agreed with the report of the Foreign Service Directives Committee in that, at the time the grievance was submitted in Bangkok, no costs had been incurred of a nature which would fall under the Foreign Service Directives, which enabled the grievor to claim misapplication or misinterpretation of the directives. Nevertheless, by virtue of the passage of time since the grievance was filed, it now appears that the remedy sought could be expressed in terms of expenses which do fall under the FSD's as the grievor's representative stated that expenses had been incurred for school transportation and meals which were not reimbursed. It was agreed that the grievor would present a specific claim for expenses to the department for immediate consideration under the provisions of the Foreign Service Directives and it was further agreed that the grievor's right to grieve following presentation of that claim would be protected. The Administrative Committee instructed the General Secretary to close the file on the matter.
