Application of FSD 54

The grievor sought reimbursement under FSD 54 for expenses incurred on his return to Canada due to the death of his sister. The Administrative Committee agreed with the Foreign Service Directives Committee that the grievor should not be reimbursed within the intent of the Directives. The payment of these expenses requires the approval of the Deputy Head. The post may advance to an employee necessary fund to make the trip; however, this does not mean that recovery will not be made.
