The grievor sought payment of the Safety Shoe Allowance. The grievor works in the meat hygiene area of the Veterinary Inspection Operations Directorate and normally fulfills his duties in a slaughter house.
The Administrative Committee considered and agreed with the report of the Occupational Health, Safety & Physical Working Conditions Committee in that the grievor's needs for protective footwear did not meet the requirements of the Clothing Policy as contained in the Treasury Board Administrative Policy Manual.
The Administrative Committee also agreed, that because of the working conditions, the activities of Primary Products Inspectors should be reviewed by Agriculture Canada to investigate the need for protective footwear, pursuant to the Personal Protective Equipment Safety Standard, TB STD 3-14, paragraph 3. The review should involve the departmental Joint Safety and Health Committees in the determination of requirements, taking into consideration all relevant documentation, as specified in the Clothing Policy, Administrative Policy Manual, Chapter 260.
