The grievor sought compensation for the hours required to oversee the packing of household effects in regard to a relocation.
The grievor, a courrier, worked an average of 697 hours over a four month schedule. Where he worked less than 697 hours he continued to receive his regular pay. The grievor was not scheduled to work from July 16, 1984 until noon July 27, 1984, during which time he relocated back to Ottawa and claimed for hours spent packing, travelling and house-hunting.
The Administrative Committee considered and agreed with the report of the Foreign Service Directives Committee in that it was noted that the guideline to FSD15.01 provides for reasonable time off with pay to oversee the packing and unpacking of household effects. The guideline was designed for a majority of employees who work a standard work week and require time off (with pay) to oversee the packing/unpacking during regular hours of work. An employee cannot be granted time off with pay on a day of rest. It was agreed that the grievor had been treated within the intent of the policy in that he did not require additional time off from work to oversee the packing.
The grievance was denied.
