The grievor sought that the Fire Commissioner's office revise its interpretation of emergency lighting in regard to washrooms in that washroom doors are a means of egress and therefore emergency lighting, illuminated exits signs, or light from windows or glazed partitions are required for such doors.

The Administrative Committee noted that Section 7.1.2 of the NJC By-Laws states:

"7.1.2 An employee who feels that he has been treated unjustly or considers himself aggrieved by the interpretation or application by the Employer of any directive, policy or regulation which has been the subject of NJC consultation and adoption, and which has been approved by the appropriate executive body of the government, is entitled to present a grievance. "

The Administrative Committee also noted that the grievor was not aggrieved by the interpretation or application by the Employer but rather the greivor sought that the requirements and specifications of the Standard be changed. The Administrative Committee therefore agreed that they lacked jurisdiction in the matter.
