The grievor sought recognition by the employer of a common law spousal/dependent relationship under the Foreign Service directives and authorize all such benefits which are normally accorded to employees whose spouses or dependents are reimbursed for all losses in compensation, benefits and allowances which have directly resulted from the employer's failure to recognize the spousal/dependent relationship in accordance with the Foreign Service directives during a period of posting abroad.

The Executive Committee could come to no agreement.
