The grievors sought reimbursement of car rental costs under FSD 50 within 1982 Foreign Service Directives.

The grievors had been disallowed reimbursement for car rental costs when the car was not being used for transportation from one location to another. The grievor also had been reimbursed only for car rental costs at the "government" rate.

The Administrative Committee considered and agreed with the report of the Foreign Service Directives Committee in that the grievors had not been treated within the intent of the Directives as indicated by the practice of the department in 1983 and 1984 in that the claimable car rental costs permitted in FSD 50 did not exclude reimbursement for periods for which charges were incurred for car rental although the car was not being used for transportation.

The Administrative Committee further agreed with the report of the Foreign Service Directives Committee in that government employees could not be required to rent vehicles at government discount rates when not travelling on official duty.

The grievance was upheld.
