The grievor sought to pay vehicle rental under FSD 30 on a daily basis when the vehicle was used for less than a full month.
The grievor had been posted abroad to a post to which the department would not ship a personal motor vehicle but at which a vehicle was made available under FSD 30.
The grievor was absent from the post from August 2 to August 19, 1987, on Foreign Service Travel Assistance (FSD 50), and sought to pay the daily rental fee for the days he used the car during that month, rather than the monthly rental.
The Administrative Committee considered and agreed with the report of the Foreign Service Directives Committee in that the grievor had been treated within the intent of the Directives, and that it had not been intended that an employee to whom an FSD 30 vehicle had been assigned could pay at the daily rate when that employee was temporarily absent from the post.
The Administrative Committee further agreed with the report of the Foreign Service Directives Committee in that form TES 330-198, normally signed by employees when taking possession of an FSD 30 vehicle, did not set out clearly or adequately the terms and conditions under which the employee was provided with a vehicle. It was agreed that the form be revised in consultation with the bargaining agents and that employees who were to be allocated FSD 30 vehicles, be provided with a copy of the form in Ottawa prior to departure for the post.
