Background
The grievors are working at establishment A. On January 9, 2013, grievor A was scheduled to work from 14:00 to 23:00, and was on escort duty from 16:20 to 22:15. The grievor's claim for a meal at the dinner rate was denied, however was compensated at the lunch meal rate (mid-shift meal rate). On January 10, 2013, the grievor was scheduled to work from 7:00 to 15:00, and was on escort duty from 11:00 to 17:45. The grievor was notified of the entitlement for compensation for a lunch meal claim for that date, and was paid accordingly. On March 5, 2013, grievor B was scheduled to work from 7:00 to 23:00, was on escort duty from 10:30 and returned to the establishment from escort duty around 18:30. The grievor was compensated for a lunch meal, however was denied the claim for the dinner meal. It was noted that the grievors stayed with the inmates for the duration of their escort shifts.
Executive Committee Decision
The Executive Committee considered the grievances and noted that the grievors' collective agreement contains a specific provision concerning travel conditions when escorting an inmate. As such, the Executive Committee determined that the National Joint Council has no jurisdiction to review these grievances.
