Background
The grievor accepted a position at an institution, effective February 23. The grievor was appointed from outside the Public Service and the letter of offer, dated February 21, offered the grievor relocation assistance up to a maximum of $5,000.
Executive Committee Decision
The Executive Committee considered the circumstances and arguments on jurisdiction concerning this grievance. The Committee agreed that the NJC had no jurisdiction over the matter and would not reopen the file. Section 2.8 of the Relocation Directive, Initial Appointment refers initial appointees of the public service to the appropriate Treasury Board program. However relocation of said initial appointees is not a part of the NJC Relocation Directive. Therefore, the matter does not fall under the National Joint Council's jurisdiction.
