RQFI, FSD 64, 50, 34 and 25

The Executive Committee considered in between meetings, the Foreign Service Directives Committee's report and agreed that, with respect to the application of FSD 50 (Foreign Service Vacation Travel Assistance) and FSD 34 (Education Allowances) during an emergency evacuation situation under FSD 64, that FSD 64 is clear in its intent as written and does not override other FSDs. The specific provisions of other directives continue to apply as written, in evacuation circumstances.

As to the interpretation of "short-notice of posting" for purposes of FSD 25.09, it was the consensus of the Executive Committee that it would be desirable to examine the need for a clear definition of "short­ notice of posting" during the upcoming triennial review. The Executive Committee also agreed that, in the interim, "short-notice of posting" shall be the period up to the last day of the sixth month following the month in which the employee receives confirmation of posting or cross-posting.
