The grievor sought a deficiency adjustment under FSD 25 in regard to excess noise.
The grievor's living accommodation was situated near a recreational area.
The Administrative Committee noted that the Foreign Service Directives Committee
reported that during the period October 1987 to the middle of 1989 a noise problem existed.
The Administrative Committee considered and agreed with the report of the Foreign Service Directives Committee in that for the specified period of time the grievor had not been treated within the intent of the directive. The Administrative Committee further agreed with the report that the Committee on Accommodation Deficiencies is the appropriate venue to establish the level of adjustment and that the matter be referred for determination of the appropriate adjustment.
To the extent that the above meets the corrective action sought the grievance was upheld.
