The grievor sought retroactive calculation of salary equalization adjustment to the date that the binding conciliation report was issued.

The Administrative Committee considered the report of the Foreign Service Directives Committee which advised that given the specific wording of FSD 69, the grievor had been treated within the intent of the FSD.

The Administrative Commit tee noted that the effective date of matters contained in the conciliation report was between the parties to the report. Therefore, given that the grievor had been treated within the intent of FSD 69 as written, the Administrative Commi ttee had no further jurisdiction to deal with the grievance.
