The grievor sought issuance of cowboy boots under the Personal Protective Equipment Safety Standard. The grievors duties contained the requirement to travel on horseback and also on foot. The Administrative Committee considered and agreed with the report of the Occupational Health, Safety and Physical Working Conditions Committee that riding boots are not safety footwear, as defined in the Personal Protective Equipment Standard (TB STD 3-14), and therefore should not be issued as such.

It was also agreed however, that the matter of protective footwear has not been adequately addressed by the department and that a thorough review should be conducted to determine the possible needs for such footwear. The review should involve the Departmental Joint Safety and Health Committee, as required by Chapter 260 of the Administrative Policy Manual and the department should advise the Administrative Committee of its findings by October 1st.
