The grievors sought relief, as support staff at the Permanent Mission of Canada to the United Nations they were subject to taxes which the staff at the Consulate General at New York was not subject to.
The Administrative Committee considered and agreed with the report of the Foreign Service Directives Committee that Statistics Canada established two price indexes for a post where reported prices indicate a five point spread between the calculated (actual) index for diplomatic and non-diplomatic staff. The last price survey for New York indicated a spread of less than four points so that only one post Index was established for New York.
It was also agreed that there was no question of misapplication or misinterpretation of the Directives as the Post Index had been determined by Statistics Canada in accordance with the methodology agreed to by the NJC Commit tee on Foreign Service Directives. Consequently, the employees concerned were being treated within the intent of the Directives.
The grievances were denied.
