Purpose
As a sub-committee of COSO, the DMHRMAC will ensure coordination and horizontal integration of human resources management (HRM) initiatives, and provide advice to the Clerk of the Privy Council, the Presidents of the PSHRMAC, the Public Service Commission (PSC) and the Canada School of Public Service, and the Secretary of the Treasury Board, with respect to the HRM agenda for the public service.
Mandate
The mandate of the DMHRMAC is to:
- provide strategic advice to COSO and the PSC on the government's HRM agenda, including the implementation of the Public Service Modernization Act (PSMA);
- act as a sounding board for emerging issues and major initiatives;
- review policy coherence and the inter organizational alignment of priorities and resources to achieve desired outcomes; and
- evaluate progress and impact.
Members
- The President of the PSHRMAC and the Secretary of the Treasury Board will be the Chairpersons of DMHRMAC.
- Membership will also include the President of the Canada School of Public Service (CSPS), the Deputy Secretary, Senior Personnel (PCO), and the Executive Vice-President, PSHRMAC. The President of the PSC may also be a member.
- Additional members will be drawn from the Deputy Head community and the Committee will strive to be representative of large, medium, and small organizations as well as separate employers. Membership will be periodically reviewed as required.
Procedures
- The DMHRMAC will be supported by the HRM Integrating Committee HRMIC), whose role is to:
- provide horizontal integration of project plans and priorities; and
- provide vertical integration support for information flowing up for consideration and down for action.
- The HRMIC will also ensure that strategic linkages are made with other framework partners.
- The HRMIC may form working groups as required for specific initiatives to meet the requirements of the DMHRMAC. Working groups may draw on the line ADM community, policy centres, and technical experts to develop specific recommendations and advice.
- Secretariat services for the DMHRMAC will be provided by PSHRMAC in collaboration with PCO. The Secretariat will be responsible for the preparation of meeting agendas, for ensuring the transparency of proceedings, and for the maintenance of a forward planning calendar and records of decision. Members will be responsible for providing documentation to support agenda items on a timely basis in both official languages.
Frequency of meetings
- DMHRMAC will meet monthly, or as determined by the Chairs.
- DMHRMAC will commence meeting early in May 2004.
Review
- These Terms of Reference will be reviewed within a year of their adoption to ensure that the purpose for which they are proposed – to streamline and simplify HRM agenda and oversight – is being met.
