DM Sub-Committee on Accountability, Performance Management and Reporting – Update
- The Workforce and Workplace working groups have combined into one working group and it has been meeting every week in June and July to develop and refine the People Component of the Management Accountability Framework (PCMAF). Significant progress has been made over this time and there is a consensus on the structure of the PCMAF and its various components i.e., supporting infrastructure, key success factors, accountabilities, reporting and accountability mechanisms. The working group is now moving to finish its work in identifying and defining the indicators and measures for the workplace and workforce outcomes in the PCMAF.
- A representative from the Management Policy and Labour Relations Sector of TBS has joined the working group to assist in the proper alignment of the PCMAF with the MAF.
- The next DM Sub-Committee meeting is scheduled for September 20. The main topic of discussion will be on the work of the Workforce and Workplace working group on the PCMAF. Our goal will be to seek the co-chairs advice/agreement on the direction the PCMAF is taking so that we can take the next steps to consult more broadly with stakeholders and to develop an implementation plan for the PCMAF.
DM Sub-Committee on Labour Relations (LR) and Dispute Resolution (DR) – Update
General
- The objective is for the majority of our policy tools (guidelines, directives, resource guides with the exception of co-development), the Learning Strategy and readiness criteria to go forward to our DM Sub-committee for endorsement by September 13th.
- PSLRA/FAA Learning needs assessment should be completed by September. The focus will then be primarily on getting into curriculum development with a view to rolling out learning/training in December through coming into force in March 31, 2005.
- Our intent is to issue a package under Brent DiBartolo's signature to departments after the DM Sub-Committee meeting (project timelines, draft policy tools, readiness criteria) in late September. We will then host an event with the practitioner community in the NCR and use the APEX fall consultations to do knowledge transfer to HR Professionals, middle managers, bargaining agents and executives in the regions between late September and mid-November.
- PSMA Implementation Secretariat (LR & DR unit) is working with L. Brown on the DH/Bargaining Agent event in September as a follow up to the DH Luncheons.
- The issue of linking funding to PSLRA/FAA initiatives remains to be worked out, in addition to departmental readiness and roll-out.

DM Sub-Committee on Communications, Learning & Cultural Change – Update
Engagement:

L .Browne made a presentation to the HRMIC on July 28th on the Activities Calendar and an information package sent out to DHs on Friday, July 30th.
Learning:

A Learning Steering committee has been established, including senior working level reps (DG/Director, Manager) from all of the sub committees, the CSPS, the PSC, TBS, PSHRMAC.
Needs Assessment Phase:

The steering committee has reviewed and approved a workplan for the Needs Assessment Phase of Learning.

PSMA Implementation Secretariat (C,L & CC) is working with the Policy Centres and the DM Working Groups to identify the Desired State (knowledge and behavior). Focus groups have been held with key players on each of the major subject areas (e.g. ICMS/CO-Development/ ESA/ FAA/ HR Planning etc).

Focus groups will be held in the NCR and the Regions with HR professionals and Line Managers in August, to identify the current State (knowledge and behaviour)

A GAP analysis will then be done between desired and current state, to allow the identification of target audiences and to begin course design

The objective is to have a preliminary report on this phase to present to the DM Sub-Committee on Aug 19th.

DM Sub-Committee on Staffing and Staffing Recourse – Update

Next DM Sub-Committee on Staffing will be held on August 16. The main subjects of discussion will be: recourse and other review processes (e.g. informal discussion); and the possibility of setting up another working group to deal with these issues from a support-to-departments perspective.

The Staffing Models and Tools Working Group and HR Planning Working Group continue their activities during the summer and are on schedule for deliverables in the fall.

Discussion papers on 3 of 4 Employer policies have been sent to National Staffing Council (chiefs of staffing) for initial feedback and identification of any issues from their perspective; the papers being sent to all unions for same purpose through Dan Butler and are also being provided to PSCAC – Appointment Working Group members. This input will be used to formulate draft policies for consultation in the fall, starting with the PSEA event below.

PSMA Implementation Secretariat (S&SR) is engaged with colleagues in discussions around Learning needs.

PSMA Implementation Secretariat has started working with the PSC on the next PSEA event planned for September 29, 30.

PCO has started working on the appointment of a Chairperson and Vice-chairperson for PSST and has committed to appointment date of January 1, 2005 (parliamentary review process required).
