Update from DM Sub-committee on Labour Relations and Dispute Resolution
Purpose
To provide a project status update on the implementation of the PSLRA / FAA Direct Authorities.
DM Sub-Committee on Labour Relations & Dispute Resolution
The Deputy Minister Sub-Committee on Labour Relations and Dispute Resolution Co-chaired by Wayne Wouters and John Sims met on October 19th and covered the following:
- Project Status Update
- Draft co-development guideline complete and endorsed in principle. The guideline will now be subject to further consultation with departments and formal consultation at the next PSMA Union Management Advisory Committee at the end of November. This guideline and guidance on Use Of Employer's facilities is all that remains for completion of the PSLRA/FAA policy suite. Expect these to be completed by early December.
- Update on the PSLRA/FAA Direct Authorities roll-out strategy:
Communications/Knowledge Transfer:
- TBS letter to departments & agencies (October 7), including guidance instruments and tools, and notification of related, cross-Canada awareness sessions (fall 2004):
- one-half day kick off session for HR professionals & PSMA coordinators in November
- 12 similar sessions in regions (November – December)
- consultation with bargaining agents on rollout.
- APEX consultations on PSLRA & FAA underway(September – November):
- High-level presentation: EXs & others (HR, middle managers & bargaining agent (BA) representatives)
- More technical presentation to managers, HR & BA representatives.
- HRC consultation ongoing.
- Other events – e.g. JCTC/Middle Managers Community Conference (Vancouver, November 24); Heads of HR annual conference; Federal Regional Council meetings; ADM Forum meetings.
Learning:
- Formal delivery of learning: Dec. 2004 – March 2005. PSLRA/FAA Learning Strategy endorsed. Supporting TBS and CSPS on curriculum development.
- Review of horizontal elements with recommendations for changes/revisions:
- Communications
- Project Management and draft readiness documents on PSLRA & FAA.

- Co-development guidance instrument
- Revised Use of Employer's Facilities guidance document

- Future meetings: Meetings tentatively scheduled for January and February.
Next Steps
- We are moving to a new stage in the PSLRA/FAA project, with a primary focus on linkages, knowledge transfer, outreach and the support of departments and agencies in implementation.
