To provide an overview of PSMA planning activities to UMAC Members.
Current and Upcoming Activities
Project Management:
- The working group of the Interdepartmental Project Management Committee (IPMC) developed a PSMA implementation generic work plan, which is simple to use and easily adaptable to any federal organizations. The generic work plan has been distributed to all departmental project managers and Heads of Human Resources in September;
- The Interdepartmental Project Management Committee (IPMC) meeting was held on October 20th. The main point of discussion has been the work on Readiness Criteria. The next IPMC is scheduled to take place on November 22nd;
- The Interdepartmental Project Management Network (IPMN) meeting was held on October 27th. Over 50 departments and agencies participated. While this meeting provided critical information on the deployment of PSLRA related policies and guidelines, it also provided the PSMA Project Team with an overview of departmental readiness. The next IPMN meeting will be held at the beginning of December and will be focused on funding.
- The PSMA work plans are being finalized and a project control framework/process has been put in effect within the PSMA Secretariat. Each work stream will report once a month to the project management committee. This information will be compiled to provide an accurate overview of the PSMA progress;
- Work is well underway on project management readiness criteria, reporting and departmental readiness tool.
Funding
- Supps "A" has been submitted to Treasury Board and we are awaiting for a decision. Supps B and future years funding strategy is currently being developed.
- A monitoring strategy is being elaborated in accordance with the Strategic Investment Framework (SIF) to ensure proper used of SIF funding; and
- Work on TB Progress Report is currently underway.
PSLRA and FAA Direct Authorities:
- The project is progressing according to plan. The policy work has been completed and is currently being rolled out to departments and agencies; and
- Coming into Force activities are planned to start on target.
PSEA:
- The project is progressing according to plan. The policy work, along with supporting tools, are to be completed by January 2005; and
- Coming into Force activities are planned to start on target.
Learning:
- Needs assessment was completed in September 2004;
- Training development is underway, from September to December 2004 for PSLRA/FAA and from January to April 2005 for PSEA; and
- Training delivery from December 2004 to March 31, 2005 for PSLRA/FAA and from May to September 2005 for PSEA
Challenges
The PSMA project team has identified and are mitigating project risks that could jeopardize the PSMA implementation by causing further delays. These risks are associated with PSMA finding and capacity, ongoing governmental reviews, support and engagement by key stakeholders, and people preparation.
